受控发运服务是指供应商没有有效的措施去防止不良产品流到客户端或者终端客户，强制要求供应商承担质量控制流程，受控发运分成三种等级。
Control shipping service is when the supplier has no necessary measures to prevent NG products flowing to the client or the end user, enforce the supplier to undertake quality control procedures. Control shipping is divided into CSL1 and CSL2 and CSL3 three levels.

第一等级：供应商自己人员或者三方执行出货前全部检查。
CSLⅠ：Suppliers’ own staff or 3rd party executes 100% inspection on products before shipping to customer side.

第二等级：在第一等级基础上，供应商提供客户认可的三方执行供应商内部或者外部的检验。
CSLⅡ：On the basis of CSL1, a third party who is selected by the supplier and approved from the customer side carries out CSL2. Executing within or outside of the supplier’s factory.

第三等级：在第二等级基础上，三方协助供应商发现问题原因并提出改善建议。
CSLⅢ：On the basis of CSL2, the third party helps suppliers find out the root cause of issues and come up with improvement suggestions.
